Individual Health Coverage Program.

The Individual Health Coverage Program was created by law to provide health insurance for individuals in New Jersey who can't find health insurance.

Insurers who participate in the Individual Health Coverage Program must offer a selection of standard health insurance policies to individuals. The benefits provided under these standard policies are established pursuant to law. Consumers can choose among several types of coverage including traditional indemnity coverage (where you can select your own doctor) and HMO coverage.

The Individual Health Coverage Program provides protections for people with pre-existing medical conditions. As stated in the Buyer's Guide for the Program:

"provided you satisfy the eligibility requirements . . . you cannot be denied coverage for any reason including your past or current health condition. However, the 'pre-existing conditions' provision may limit coverage during the first 12 months. You also are guaranteed renewal of your policy, provided you remain a resident of New Jersey and do not become eligible for coverage under a group plan, your premium is paid in a timely fashion and you do not commit fraud".

Premiums for coverage under the Program can be found on the website of the New Jersey Department of Banking and Insurance. Premiums change every month so make sure you are looking at premiums for the current month. If current premiums have not yet been published on the web, you can call 1-800-838-0935 and ask to have them mailed to you or you can check back at the Insurance Department website later. In order to view premium information on the Insurance Department website you will need the Adobe Acrobat reader. The New Jersey Department of Health and Senior Services has prepared a Report Card comparing HMOs in New Jersey which may help you select an HMO under the Program if that is the type of health insurance coverage you choose. The Report Card does not cover other types of health plans that participate in the Program. The New Jersey Department of Banking and Insurance website provides a detailed Buyer's Guide which discusses the Individual Health Coverage Program, including such important topics as eligibility and pre-existing conditions. To obtain coverage under the Individual Health Coverage Program, you should contact the insurer from whom you are interested in obtaining coverage directly. The Buyer's Guide discusses how to do this.

Small Employer Health Benefits Program.

The Small Employer Health Benefits Program was created by law to provide health insurance for small businesses (defined as businesses with 2-50 full time employees) that can't find health insurance.

The New Jersey Department of Banking and Insurance website has detailed information about the Small Employer Health Benefits Program including a Buyer's Guide and a list of Health Insurers Participating in the Program.

To obtain premium information, contact individual health insurers directly.

New Jersey Family Care- Health Insurance For families and children.

Under the NJ Family Care Program, New Jersey offers health care coverage to eligible uninsured families, single adults and couples without dependent children.

Benefits under the Program include:

  • Preventive Services;
  • Hospitalization;
  • Physician Services;
  • Lab Services;
  • Prescription Drugs;
  • Mental Health Services
  • Dental Services;
  • Emergency Medical Care

The health care benefits provided under the Program are provided through Health Maintenance Organizations.
